CCCS Chancellor DeSanctis has announced three finalists for the position of President of Trinidad State College. We invite our campus communities to meet the candidates and share their feedback.

Presidential Candidates
The presidential finalists will visit both campuses April 15 – 21, 2026. Faculty, staff, students, and community members are invited to attend open forums and ask questions of each finalist.

Dr. Dustin Eicke serves as Vice President of Performance & Planning and Accreditation Liaison Officer at Laramie County Community College, where he provides cabinet-level leadership for planning, accreditation, assessment, institutional research, strategic projects, and sponsored awards. His career spans faculty, departmental, research, and executive leadership roles at Texas State University, Texas A&M University–Corpus Christi, the University of the Southwest, Western Nebraska Community College, and Laramie County Community College (LCCC).
Dr. Eicke has served extensively in access-oriented and Hispanic-Serving Institution environments. His leadership across Wyoming, Nebraska, New Mexico, and Texas has given him a strong understanding of the workforce and community realities that shape rural community colleges in southern Colorado and the broader region.
At LCCC, Dr. Eicke has led accreditation and assessment infrastructure, strategic planning, program review redesign, institutional analytics, and sponsored awards oversight, and has co-led strategic enrollment management and budget and resource governance. His work focuses on aligning mission, evidence, and execution to strengthen accountability, fiscal stewardship, and measurable outcomes while reducing unnecessary burden.
Dr. Eicke’s leadership reflects the core work of rural community colleges: strengthening dual and concurrent enrollment pathways, supporting employer-aligned program development, connecting academic quality to workforce relevance and post-completion value, and building partnerships with K–12 districts, employers, state agencies, and national partners. He brings to presidential leadership a student-first, equity-minded approach grounded in collaborative governance, community engagement, and measurable outcomes for student success and community prosperity.
Dr. Eicke holds a Ph.D. in Higher Education Research from Texas Tech University and degrees from Abilene Christian University and Lubbock Christian University.
Dr. Lisa Rhine serves as president and CEO of Yavapai College (YC) in Arizona. With locations in Prescott, Prescott Valley, Chino, Sedona, & Clarkdale, YC is one of 10 public community college districts in the state. The multi-campus college has two comprehensive campuses and five additional locations and serves 10,000 students annually. Reporting to an independent locally elected District Governing Board, Dr. Rhine has overall responsibility for college operations and administration, 120M+ dollar annual budget and supervision of over 1,000 full and part-time employees at seven locations across Yavapai County. Under Dr. Rhine’s leadership, YC has achieved national distinction for institutional excellence, student success, and innovation.
Dr. Rhine brings more than 37 years of leadership experience in colleges and universities across Ohio, Kentucky, Virginia, and Arizona. She has served as President of Yavapai College (AZ) since 2019. Prior experience includes Provost at Tidewater Community College (VA), Vice President of Student Affairs at Northern Kentucky University, Associate Provost at Wittenberg University (OH), Director of Learning Support and Academic Development at the University of Dayton (OH) and Manager of Educational Support Services at Sinclair Community College (OH).
Dr. Rhine serves on numerous local, regional, and national boards and committees, including the Board of Directors for the Community College Baccalaureate Association, the Executive Committee of the Alliance for Innovation and Transformation, the Executive Board of Arizona Women in Higher Education and the Arizona Commerce Authority. She also serves as the Presidential Liaison for Arizona to the American Council on Education Women’s Network.
An inaugural Aspen Presidential Fellow (2016–17), Dr. Rhine is dedicated to advancing student success by strengthening learning, access, and workforce outcomes. Her leadership has been recognized nationally and regionally. She was named the Pacific Region CEO of the Year by the Association of Community College Trustees in 2021, received the Paragon President’s Award from Phi Theta Kappa in 2021, and was nominated as the American Association of Community Colleges CEO of the Year in 2023. She was honored as Business Leader of the Year 2025 by the Prescott Valley Chamber of Commerce as well as Business Woman of the Year 2025 by the Prescott Chamber of Commerce.

Shane Larson serves as Vice President of Student Affairs and Chief Student Affairs Officer at Colorado Mountain College (CMC), providing executive leadership for student services across the college’s multicampus system. Since assuming the role in June 2016, Shane has focused on creating welcoming, supportive environments that help students access college, feel a sense of belonging, and achieve their educational goals, especially in the rural and mountain communities CMC serves.
Shane leads a broad portfolio that includes recruitment and admissions, financial aid, advising, counseling, career development, disability services, student life, veterans’ services, and firstyear experience programs. He also provides leadership for student conduct and key compliance areas such as Title IX and the Clery Act, grounded in a commitment to student wellbeing, equity, and clear, caring processes.
Before becoming Vice President, Shane served as Assistant Vice President of Enrollment Management and Registrar at CMC, leading enrollment strategies and process improvements to increase access and persistence. He holds a master’s degree from Capella University and a bachelor’s degree from the University of Wyoming. He is deeply engaged in his community and previously served on the Roaring Fork School District Board, reflecting his longstanding belief in the power of education to change lives.
Outside of work, Shane and his wife, Amy, are enjoying a new chapter as empty nesters, proudly cheering on milestones for their three children, including upcoming high school and college graduations and military service.

- Who will select the next TSC President?
- The State Board for Community Colleges and Occupational Education (Board) has delegated to the CCCS Chancellor the personnel authority to manage the selection and employment of the College Presidents. The Chancellor will make the final selection of the next TSC President in consideration of the feedback gathered throughout the selection process.
- What is the role of the search advisory committee?
- The search advisory committee has been charged with assisting in the development of the position profile. They will consider potential candidates and review applications against the Chancellor-approved position profile. The search advisory committee will conduct initial interviews with semi-finalist candidates and make recommendations of a group of finalists for the Chancellor's consideration.
- How is the TSC President Position Profile developed?
- The position profile is developed from feedback obtained in stakeholder conversations and the TSC President feedback survey. The final position profile is approved by the Chancellor.
- Who makes decisions about which candidates to move forward?
- The search advisory committee will work to recommend an initial group of semi-finalist candidates for interview. Following initial interviews, the search advisory committee will provide recommendations to the Chancellor of a group of finalist candidates. The finalists identified by the Chancellor will be invited to the TSC campus for further stakeholder engagements.
- When will we know who the candidates are?
- The names of candidates will only be known by the search advisory committee and Chancellor until finalists have been identified. Finalists' information will be made public prior to their visit to campus.
- How can we provide feedback on the selection process?
- The TSC community is invited to participate in available stakeholder conversations in January or complete the TSC President feedback survey. The feedback will be used to shape the TSC President position profile. Once the Chancellor has announced finalists for the position, the TSC community will be invited to meet with the finalists in a series of interviews and campus forums. Opportunities to provide feedback on the finalists will be made available and the feedback will be shared with the Chancellor.
